[Tccc] summary of current conference concerns v2

Hi, all,

Looks like we'll need to keep versions of these as we go. Here's an
update. Note that "+" precedes items new since the last post.

* A short note on the reduced fee idea (see "*" below): I had suggested
this to the Comsoc, and we're looking into it. The basic idea is to
permit the Comsoc to support lower cost to research contributors,
regardless of whether a meeting is research-focused, industry-focused,
or a combination. The result would be a reduced rate for any Comsoc
conference for any author/PC member/exec member within the past year.
We're not sure it's a great idea, but seemed worth considering.

The following is an attempt to distill the recent threads on conference
concerns down to short list of focus points. Please respond either
on-list or to me directly if I have missed anything or if you feel this
summary should be revised:

1- reducing non-author presenters
ACTION: it seems like the most direct solution would be to
change the Comsoc requirements for a "full-time registration per
paper" to state that this must be a named author, and to
allow the existing rules for exceptions (at the
discretion of the chairs) to address unusual cases.

2- support for resource-challenged authors
ACTION: TCCC should identify resources for such authors
to be able to attend meetings in person, or to present
at meetings where attendance isn't possible.

3- meeting costs
- cost trends
- costs associated with executive committee members
- costs associated with other free registrations
- other ways to reduce costs
- university locations
- LEAN meetings (bag lunches, etc.)
+ virtual/remote presentations
+ * (see above) reduced fees for 'research' presenters,
e.g., published/PC/exec members in past year
- pointers to conference planning information where
available

+ surplus/defecit info for specific meetings
and journals

ACTION: TCCC will collect the relevant information and
report back.

I'd like to deal with these three issues separately. All information
will be posted on the TCCC website for future reference and
augmentation, in addition to being posted to the list.

Other issues raised:

- - ways to increase meeting attendance on the last day

- - ways to reward good presenters

+ guidance for conference chairs
+ suggestions on how to organize large PCs
+ suggestions on how to encourage involvement
of underrepresented groups
+ suggestions on how to improve review quality

+ pointers to related TCs
+ pointers to conference calendars

These are useful to discuss on the list, but in most cases they fall
under the discretion of the program chair. Discussing them as a
community is useful, but I didn't see a need for a TCCC position on
these (nor did I see a particular consensus forming).
