|| Scope ||
Progression in the cellular networks generations has always been
driven by an ever increasing for higher quality services and a
larger array of applications. Currently, extensive international
deployments span both 2G and 3G evolutions, each with its own
advantages and disadvantages. The interest in 4G networks,
however, has been driven by more than increasing data rates. Key
objectives include simplifying network management, reducing
deployment and operational cost and enhancing deep building
penetration. Recently, substantial efforts have been dedicated by
the ITU to realize systems denoted by "IMT-Advanced" that fulfill
these objectives in an IPv6-based, open wireless architecture with
mobile multimedia while providing global mobility support. 3GPP's
Long Term Evolution and IEEE's 802.16 (WiMax) working groups are
working hard to respond to IMT-Advanced requirements. However,
materializing the vision for IMT-Advanced systems is not without
challenges, and efficient solutions are required in nearly all
aspects of cellular network design. More pressingly are the
recent economic and energy challenges that continue to have
wide-ranging effects across the different sectors.

The objective of this workshop is hence to track recent
advances in standardization, research and commercial efforts
directed towards realizing 4G cellular networks and beyond
(including LTE-Advanced and IEEE 802.16m). We are soliciting
works describing both theoretical and practical research
endeavors. We also encourage visionary and experimental
descriptions.

* Applications and services over 4G networks (VoIP, IPTV, etc.)
* Resource management functionalities; QoS.
* Scheduling; opportunistic fast scheduling
* Relaying; routing; link scheduling;
* Issues for IP, TCP, SIP over broadband.
* IMS; IMS with legacy, 3G and 4G elements.
* Cross-layer design; optimization.
* Convergence and interoperability between 4G and non-4G elements.
* Broadcasting, multicasting over wireless broadband.
* Mobility and handoff management (horizontal, vertical, spectrum).
* Spectrum management and regulatory issues (national, transnational).
* Reports on deployments, experiences and testbeds.
* Reports and clarification on standardization efforts (4G, 4G+).
* Capacity planning; node placement (base stations, relay stations).
* Reliability; dependability; survivability.
* Charging; billing; pricing.
* Business models; solutions to economic challenges.

Submission deadline` April 13th, 2009
Notification of acceptance May 20th, 2009
Camera-ready copy due May 30th, 2009

|| Submission Guidelines ||
We seek original contributions that have neither been previously
published nor are currently under review. Authors should prepare
an Adobe Acrobat PDF version of their full paper. Papers must not
exceed 6 pages double column (US Letter size, 8.5 x 11 inches) in
IEEE format. Submissions should be emailed to awbn@cs.queensu.ca
not later than April 13th, 2009, 23:50 EDT.
