Special Issue on "Cognitive Radio Enabled Communications and Networking"

Recent advances in cognitive radio technology have enabled wireless
devices and networks to efficiently locate and exploit under-utilized
spectrum. This has motivated the re-evaluation of spectrum management
policies worldwide, since the current command-and-control management
model has created an "artificial" scarcity of spectrum by assigning
fixed property rights to various spectrum bands. The new technology
and policy changes pose many new technical challenges in various
aspects of wireless communication and networking, such as interference
management, distributed algorithm design, QoS guarantees, mobility
management, and network interoperability.

The aim of this special issue is to bring together the
state-of-the-art research contributions that address the major
opportunities and challenges of cognitive radio enabled wireless
communication and networking, with emphasis on both new analytical
techniques and novel application scenarios. Topics of interests
include (but not limited to):

• Spectrum measurements and modeling
• Spectrum sensing and cooperative detection
• Interference modeling and measurements
• Dynamic radio resource management
• Dynamic network architecture
• Fundamental performance limits
• Economic models and pricing for dynamic spectrum access
• Multiple access schemes for cognitive radio
• Cooperative and self-organizing cognitive networks
• QoS support for cognitive radios
• New cognitive radio enabled applications
• Spectrum mobility and smart roaming
• Trust and security mechanisms
• Implementation aspects and prototype design

Prospective authors should follow the submission instructions (see
below) according to the following timetable:

Manuscript Submission Due (extended): April 30th, 2009 (5pm US
Eastern Standard Time)
Acceptance Notification: July 15th, 2009
Final Manuscript Due: August 15th, 2009
Tentative Publication Date: November, 2009

Submitted papers must be original and not have been previously
published or currently submitted for journal publication elsewhere.
Papers, which have appeared previously in proceedings of conferences,
could be submitted to this special issue if they are substantially
revised or improved from their earlier versions with at least 30% of
new materials. A submitted paper should be no longer than 12 pages,
with main text of 10-point in single-spaced two-column format. Latex
users can use IEEETran class as the formatting template. The page
limit includes all figures, tables, references, etc.

Submissions must be sent in PDF format to all Guest Editors
(jwhuang@ie.cuhk.edu.hk, wzhang@ee.unsw.edu.au, ekram@ee.umanitoba.ca,
liye@ece.gatech.edu), with a title of "[JCM-SI] Submission: Cognitive
Radio". Other file formats are not accepted. In the email main text,
please provide:

• Title of the paper;
• Names, email addresses, contact information, and affiliations of
all authors (please identify the corresponding author);
• Explanation on the differences between the journal submission
and
previous conference version (if any);
• Confirmation that all co-authors have read and agree with the
instructions at http://www.academypublisher.com/forauthors.html. In
particular, authors of accepted papers need to pay publication charges
under the Open Access publication model.
