The ACM Conference on Wireless Network Security is focused on the
development of security solutions for existing and emerging wireless
networks. As such, it draws upon a broad array of disciplines that span
security, communications and networking. In addition to the conventional
program of technical papers, the 2010 WiSec conference will also include a
Poster and Demonstration Session as part of the technical program. The
purpose of the Poster and Demonstration Session is to provide a venue for
work that is at a nascent state of development, as well as provide a venue
for researchers to demonstrate technologies that have been developed with
relevance to wireless networking and security. In particular, the WiSec
Program Committee is encouraging both academic and industrial submissions,
with the objective of exchanging ideas and receiving timely feedback from
other members of the research community. Submissions to the Poster and
Demonstration Session will be evaluated based on technical merit and
innovation as well as their potential to stimulate interesting discussions
and exchange of ideas.


Submission Instructions for Posters and Demonstrations:

The posters and demonstrations will follow the same format. For the
posters, authors should submit a two page extended abstract that provides
sufficient technical detail so that the evaluation committee can assess
the technical merit of the work. The poster abstracts do not have to be
completed work, but at the same time should provide enough concrete
evidence to support the potential and validity of the proposed ideas.

For posters, authors are encouraged to submit a two page extended abstract
that describes the technology that they have developed, the relevance to
wireless networking and security, and which also highlights the novelty of
the prototype. Demonstration abstracts should have a research component
and, in particular, should not push a commercial agenda.

Abstracts should follow the WiSec formatting guidelines (with a 2 page
limit), and thus authors should refer to the main WiSec website for
instructions related to formatting. Abstracts of accepted posters and
demos will appear on the conference website, but will not appear in the
Proceedings so that authors can submit their work to other venues at a
later time without risking any potential conflicts. The demo session will
have a table per demo, power and wireless connectivity available. If a
demonstration requires special arrangements, please note them in a
separate email to the session chair after acceptance.

Improving quality of service ( QoS ) in both networks and end systems
has been a long lasting research focus worldwide. The
seventeen-year-long success of IWQoS has established it as a highly
reputable forum to present novel ideas on all research subjects related
to QoS. While QoS research for future generations of wired and wireless
networks continues to captivate much interest, recent exploration of
data centers, virtualization, cloud computing, industrial communication,
and "green" computing has motivated a new wave of research interest in
QoS and its related metrics such as Quality of Experience (QoE) and
Quality of Protection (QoP) . The scope of IWQoS 2010 covers both
theoretical and experimental research on QoS related issues such as
survivability, availability, reliability, security, privacy, pricing,
resource provisioning and management, user experience, and system
performance guarantees. Topics of interest include QoS issues in (but
not limited to) the following areas:

* Data centers, virtualization and cloud computing
* Energy saving in networks and end systems; IT technologies to
reduce energy consumption in applications
* Protection, experience, security and privacy
* System dependability, availability; resilience and robustness to
faults and DoS attacks
* Scheduling, resource management, queue management, admission
control; traffic engineering approaches and tools for provisioning
and evaluation
* Quality evaluation metrics and methodologies; application-aware
QoS parsing, identification and control
* Measurement, evaluation, adaptation and verification
* Network operations, pricing and billing, network and service
management
* Architectures and protocols for IP and WDM networks, overlay and
peer-to-peer networks; wireless ad hoc, mesh, and sensor networks
* Design for the future Internet

Paper Submission Guidelines: IWQoS invites submission of manuscripts
with original research results that have not been previously published
or that are not currently under review by another conference or journal.
Submissions will be judged based on originality, significance, interest,
clarity, relevance, and correctness. Paper submissions should be no
longer than 9 single-spaced, double-column pages with font-size of 10.
Papers must be submitted electronically as PDF files through the EDAS
system (http://edas.info/N8541). All submitted papers will be subject to
peer reviews by Technical Program Committee members and other experts in
the field. IWQoS aims at rapid dissemination of research results. For
fast turnaround in the review process, a short review and publication
cycle is designed, with the submission deadline as close to the workshop
as the publisher allows.

The proceedings will be published in IEEE Xplore and EI indexed.
However, IEEE reserves the right to exclude a paper from distribution
after the conference (e.g., removal from IEEE Xplore) if the paper is
not presented at the conference.

Wireless vehicular communications has been identified as a key
technology for increasing road safety and transport efficiency, and
providing Internet access on the move to ensure wireless ubiquitous
connectivity. The potential of this technology has been acknowledged
with the establishment of ambitious research programs worldwide in
Europe, US and Asia.

The IEEE Vehicular Technology Society (VTS) currently covers through its
areas of interest (Mobile Radio, Transportation Systems and Automotive
Electronics) all technical aspects needed to make wireless vehicular
communications a reality. As a result, the IEEE VTS society decided to
establish a technical symposium on wireless vehicular communications
co-located with the reputed IEEE VTC conferences.

The IEEE International Symposium on Wireless Vehicular Communications
(WiVeC) will cover all vehicular wireless communications aspects of
Vehicle-to-Vehicle (V2V), Vehicle-to-Infrastructure (V2I) and
Vehicle-to-Person (V2P) communications, including implications on
transport efficiency and safety, implications on automotive electronics,
liability issues, standardizations efforts and spectrum assignment.

After the successful first and second WiVeC editions in 2007 and 2008,
the third IEEE WiVeC symposium will be co-located with the 71th IEEE
Vehicular Technology Conference 2010 Spring conference, and will take
place at the Grand Hotel in Taipei on the 16th and 17th of May 2010.
Combined registrations packages will be offered for WiVeC and VTC
events.

All accepted papers (full length and demo papers) will be included in
the VTC 2010-Spring conference proceedings and will be published on the
IEEE Xplore database.

Note: VTC Fall editions are traditionally located in North America,
while VTC Spring is located in other areas of the world. Since WiVeC was
originally launched co-located with VTC Fall editions, the IEEE
Vehicular Technology Society decided that WiVeC would take place every
year and a half in order to ensure that the conference is alternatively
co-located with VTC Fall and Spring editions. This resulted in that
there was no WiVeC edition in 2009.

Topics of interest

The WiVec Symposium seeks original papers - not published or currently
under review for another workshop, conference, or journal - in the area
of vehicle-to-vehicle (V2V), vehicle-to-infrastructure (V2I), and
vehicle-to-person (V2P) wireless communications. Vehicular communication
areas of interest include, but are not limited to:

* RF technologies, antenna design, physical layer and propagation
models.

* Radio resource management and interference management.

* Spectrum assignment and EMC regulations.

* Architecture, networking protocols (including ad-hoc, routing, data
dissemination, etc) and their evalutation.

* QoS and cross-layer optimization design.

* Communications systems and technologies.

* Testbeds and simulation platforms.

* Interworking with sensor network technologies.

* In-car electronics and embedded integration of wireless vehicular
communications.

* Roadside infrastructure.

* Mobility management, mobility and vehicle traffic models.

* Digital maps and location technologies.

* Decision and control issues.

* Human-Machine Interface.

* Applications (Ecall, toll collection, traffic information, wireless
diagnosis etc.).

* Security, liability and privacy.

* Standards development, business models, policies (e.g., Cooperative
aspects of vehicular communication).

* Assessment of impact on transport efficiency and safety.

* Scalability issues in metropolitan-wide vehicular networks.

Accepted papers will appear in the conference proceedings published by

Call for Papers

With rapid evolutions of different wireless networking technologies,
wireless Internet will be a reality in the foreseeable future. Research
has been carried out intensely in different aspects of wireless
networking, such as the system architecture, protocol designs, and
cross-layered optimization designs. Different types of wireless
operating platforms may be derived through the integration of
heterogeneous networks. Besides, wireless multi-hop mesh networks can be
established through interconnecting multiple wireless base-stations.
Furthermore, convergence of heterogeneous wireless networks and the next
generation Internet may bring wireless Internet to handle a variety of
applications including, for example, deliveries of bandwidth demanding
high-quality videos and images. Research on fundamental understanding
and performance analysis of wireless Internet architectures are always
indispensable for the creation of the new Internet.

This timely special issue will bring together researchers to present new
research findings and analyze different challenging and important areas
for enabling our wireless Internet in future. We are soliciting original
research comprehensible to all readers of the journal. Topics of
interest for this special issue include, but not limited to:

ACM MobiHoc is the premier international symposium dedicated to

simulation, or analysis. All submissions will be handled electronically

Accepted papers will be published in the symposium proceedings. All
submitted papers would be judged based on their quality through
double-blind reviewing, where the identities of the authors are withheld

Papers offering novel research contributions in all aspects of access
control are solicited for submission to the ACM Symposium on Access Control
Models and Technologies (SACMAT). SACMAT 2010 is the fifteenth of a
successful series of symposiums that continue the tradition, first
established by the ACM Workshop on Role-Based Access Control, of being the
premier forum for presentation of research results and experience reports on
leading edge issues of access control, including models, systems,
applications, and theory. The missions of the symposium are to share novel
access control solutions that fulfill the needs of heterogeneous
applications and environments and to identify new directions for future
research and development. SACMAT gives researchers and practitioners a
unique opportunity to share their perspectives with others interested in the
various aspects of access control.

Papers must be written in English. We require that the authors use the ACM
format for papers, using one of the ACM SIG Proceeding Templates
(http://www.acm.org/sigs/pubs/proceed/template.html). The length of the
paper in the proceedings format should not exceed ten US letter pages,
excluding well-marked appendices. Committee members are not required to read
the appendices, so papers must be intelligible without them. Papers are to
be submitted electronically as a single PDF file, formatted for 8.5" X 11"
paper, and no more than 5MB in size. It is the responsibility of the authors
to ensure that their submission will print easily on simple default
configurations.


The submission MUST be anonymous, with no author names, affiliations,
acknowledgements, or obvious references. All submissions MUST reflect
original work. In case of overlap with any previously published or
simultaneously submitted papers from any of the authors, the authors should
anonymously cite their work or at least describe the previous work without
revealing their identity. In particular, simultaneous submission of the same
paper to another conference or journal venue is not allowed. If authors have
any doubts regarding such overlaps, they should contact the Program Chair
before submission.

SCOPE AND OBJECTIVES

The 3rd International Workshop on Distributed Collaborative Sensors
Networks aims at providing opportunities to present the most recent
advances and future challenges in the field of distributed, wireless and
mobile communications in sensors networks as they relate to collaboration.

Wireless Sensors Networks are a significant current technology,
attracting considerable research interest from various disciplines.
Indeed, wireless sensor technology is employed in emerging areas with
high potential for scientific research, and is used for biomedical,
environmental or industrial applications. These applications generally
require intelligent dense environment monitoring which generates
important data volumes. Data collection and analysis need to deal with
cooperation and coordination topics in order to prolong network lifetime
and to provide useful, synthesized information for automation, decision
making and support. Topology control, by means of clusters or groups, is
another applied technique to overcome these challenging problems.

The 3^rd International Workshop on Distributed Collaborative Sensors
Networks will focus on the research of developing collaboration
infrastructures and solutions in the context of wireless sensors
networks, aiming to bring together researchers and practitioners in
these fields. In addition, the workshop will highlight recent innovative
research results which will strengthen the formal foundation of this
emerging area. This workshop is to be held as part of the 2010
International Symposium on Collaborative Technologies and Systems (CTS10).

SUBMISSION INSTRUCTIONS

We invite researchers in academia and industry to submit papers
reporting original and unpublished research work on the above or any
other related topics. Submission should include a cover page with
authors' names, affiliations, addresses, fax and phone numbers, and
email addresses. Also include an abstract of no more than 300 words
along with a short list of keywords.

Please submit an electronic copy of your full draft manuscript (not
exceeding 10 pages in IEEE format, single-spaced, double-column,
including figures, tables and references). Electronic submissions will
be accepted only in PDF format, sent by email to the organizers.
Instructions for final manuscript format and requirements will be posted
on the Symposium's web site later. Submission implies the willingness of
at least one of the authors to register and present the paper, if
accepted. All accepted papers are required to be presented and will be
included in the conference proceedings.

All submitted papers and posters will be rigorously reviewed by at least
three of the technical program committee members and the reviewers they
invite. Papers will be selected based on their originality, timeliness,
significance, relevance, and clarity of presentation. Initial selection
will be based on full papers.

The accepted papers will be published in the CTS 2010 proceedings which
is expected to be included in the IEEE Xplore. Selected papers, after
peer review, will be published on a special issue of International
Journal on Information and Communication Technologies (www.ieee.ma/IJICT).

Every submitted paper will be carefully reviewed by at least three members
of the International Program Committee.
All accepted papers will be included in the conference proceedings published
by IEEE Press (IEEE eXpress Conference Publishing group) and will be
included in the IEEE Xplorer.
Authors should submit full paper with 8 pages, regular paper with 6 pages,
and short paper with 4 pages in length by using online systems for review.


And some papers selected will be included in some international journals
with high quality (pending).

Distinguished papers accepted and presented in EMC-10, after further
revisions, wi! ll be published in the special issues of the following
international journals (TBA):

Wireless network technologies are undergoing rapid advancements. The last
few years have experienced a steep growth in research on wireless networks
having attractive claims. Researchers are currently envisioning different
attractive properties of wireless systems such as the ability to
self-organize, self-configure, self-heal, self-manage and self-maintain.
Different wireless networks having the potential to offer cost-effective
home and enterprise access networking solutions are being researched.
Technologies such as Wireless Mesh Networks (WMNs), WiFi, WiMax, Bluetooth,
802.20, 802.22 and software defined radio are gaining popularity. Even
though these technologies hold great promises for our future, there are
several research challenges that need to be addressed. Some of these
research challenges are attributed to the simulation, modeling and
characterization of these emerging wireless networks. The attractive
properties of these new network technologies make simulation and modeling
particularly challenging, where the existing tools and approaches are
marginally useful. This Special Issue aims to publish high quality research
papers relating to the recent advances in the simulation and mathematical
modeling of different emerging wireless network technologies, with a further

Hi Joe:

Can I suggest an addition to your list?

* Adopt best practices for sunsetting (ending COMSOC support for conferences.

I have had a little experience with sunsetting conferences working with both IEEE and ACM and I don't think we do it well. The usual criteria is
that the conference loses money in consecutive years. (Note that we tend to give new conferences a year or two to get started and tend to be
nicer to conferences in years where many conferences lose money due to economic conditions).

One might imagine a richer process in which we examine not only finances by how often papers at the conference are actually used by others
(citation indicies etc), how many non-authors attend the conference, and benchmarking the conference against other conferences whose areas
of interest overlap. We might also have processes that seek to merge conferences/workshops that are in related fields and underperforming, etc.

Having said this, I also observe that it is possible to be too restrictive (I was once) about trying to limit conferences -- sometimes new fields or existing
fields need a forum in which to revitalize or redirect research. So I am not terribly interested in preventing the creation of conferences -- I'm more interested
in ensuring that conferences do not outlive their usefulness.

Student Paper Contest will be held in parallel

The ninth edition of the RoEduNet Conference will be hosted in Sibiu, about
300 km N-W from the Romanian capital
Bucharest. The Citadel of Sibiu was for centuries one of the largest and
best fortified in Europe. Sibiu is beautiful; indeed
a delight for the eyes. Eerie eaves shaped like eyes peer down from the
buildings that line the narrow, medieval streets.
At the center of it all stands the proud fortress-church, built by the
original German settlers in Gothic sturdiness. History

SCOPE:

Modern sensor and wireless networks have been becoming more and more
large-scaled and complicated. Due to their rapidly increasing scale
and complexity, the management and maintenance of sensor and wireless
networks have posed many grand challenges to both industrial and
academic communication communities. To overcome these challenges, it
is very necessary to find new levels of autonomy and intelligence in
deploying, managing, and maintaining sensor and wireless networks.

The purpose of the 2010 International Workshop on Intelligent Sensor
and Wireless Networks (IntelNet 2010) is to bring together scientists,
researchers, professionals, and practitioners from both industry and
academia to exchange ideas, discuss solutions, share experiences, and
report state-of-the-art research results on various aspects of
intelligent sensor and wireless networks. The topics of interest

PAPER SUBMISSION:

Authors are invited to submit manuscripts reporting original unpublished
research and recent developments in the topics related to the workshop.
The length of the papers should not exceed 6 pages + 2 pages for overlength
charges (IEEE Computer Society Proceedings Manuscripts style: two columns,
single-spaced), including figures and references, using 10 fonts, and
number each page. Papers should be submitted electronically in PDF format
by sending it as an e-mail attachment to Xiaolong Jin
(x.jin@bradford.ac.uk).
All papers will be peer reviewed and the comments will be provided to the
authors. The accepted papers will be published together with those of other
workshops by the IEEE Computer Society Press.

Aims and Topics

In 1961, Claude Shannon established the foundation for the discipline
now known as "multi-user information theory" in his pioneering paper
"Two-way Communication Channels", and later Norman Abramson published
his paper "The Aloha System - Another Alternative for Computer
Communications" in 1970 which introduced the concept of multiple access
using a shared common channel. Thereafter for more than 40 years of
study, numerous elegant theories and algorithms have been developed for
multiple access techniques.

The aim of this workshop is to discuss both multi-user communications
theory and multiple access techniques and standardization activities in
areas related to PHY and MAC layer protocols - and their interactions -
for contemporary networks. We intend to provide the experts from both
the academic institutes and industry with an opportunity to present
their state-of-the-art results and exchange the ideas on multiple access
techniques and related areas:

- PHY-layer multiple access techniques: CDMA, OFDMA, etc.
- Link-layer MAC access protocols: duty-cycle, scheduled, random access,
polling-based, etc.
- PHY/MAC cross-layer techniques;
- Multi-user information theory: broadcast, multi-access and (multiple)
relay channel, multiuser detection, etc.
- Queuing theory, modeling and analysis techniques: stochastic models,
Markov models, new simulation models and tools.

The MACOM 2010 event has special interest to address the new paradigms
and theoretical foundations for future wireless communication systems.
The topics of interest include, but are not limited to:

- Cognitive radio networks.
- Autonomic (self-*) and opportunistic networks.
- Cooperative wireless networks.
- QoS and radio resource management.
- Wireless Broadband Networks: PANs, WLANs, WIMAX, cellular (3G/4G) and
satellite communications.
- Wireless Multi-hop networks: sensor and actuator, mesh, vehicular
networks, etc.

MACOM 2010 will take place in the burgeoning 22@ innovation district in
Barcelona, Spain. Its centric location, combined with the high density
of universities, research institutes and technology- oriented companies,
makes this the ideal spot for the event. The neighborhood has nice
promenades and beaches to relax after technical sessions and it is also
one of the main clubbing areas in the city.

Authors are encouraged to submit full papers describing original,
previously unpublished, complete research, not currently under review by
another conference or journal, addressing one of the workshop's topics /
areas of interest.

The maximum length is 12 pages. Authors must comply with the LNCS
instructions that can be found here (the maximum size of papers should
be 5000 words including tables and figures. The cover page must contain
an abstract of about 150 words, 3-5 keywords, name and affiliation of
author(s) as well as the corresponding author's e-mail and postal address).

Papers must be submitted using EDAS

There will be a Best Paper Award.

Accepted papers have to be presented orally by at least one of the authors.

Data management in Wireless Sensor Networks (WSNs) is challenging, especially with mobile sensor nodes joining or leaving the network at will. Recently it has become increasingly popular to utilize sensor networks for providing various services, e.g., audio/video surveillance, real-time monitoring, etc. Such WSN functionality demands the Quality of Service (QoS) guarantees in terms of delay, jitter, loss, or throughput using intelligent resource reservation schemes, policy-based service provision, etc. Enabling QoS guarantees in large-scale WSNs, while utilizing the network resources in the most efficient way, is critical for the success and life-time of the service-oriented WSNs.

Providing QoS in WSNs involves addressing various technological issues, e.g., inherent limitations of sensors, varying network loads, network congestion, multi-path routing, changing channel capacity as a function of environment, time, and interference from neighbors, mobility and cross-layer design, etc. In addition, the trade-off between predictable network behavior and network lifetime, as well as between policy-based route selection and load distribution need further investigation. Privacy of sensor information is also a concern since multiple sensors share/access a common media. QoS2N workshop aims at providing a platform for discussing the above issues, recent challenges and solutions, and directions for future research on enabling QoS in WSNs. Researchers, professionals and application developers from industry and academia are welcome to exchange ideas, discuss results, and share experience in a broad range of topics related to QoS and sensor
networking. Both theoretical and practical experience papers are solicited. Work-in-progress and position papers are welcome.

The topics of interest in the setting of wireless sensor networks include but are not limited to

We solicit original unpublished work written in English that is not currently under review at another venue. The submitted long papers should be no more than 6 pages and the short and position papers should be no more than 3 pages. All papers follow IEEE two-column style format and are subject to peer review by at least two experts in the same field. Papers must be saved as PDF files and submitted via https://cmt.research.microsoft.com/QOSN2010/ . All accepted long papers as well as all short/position papers will be in the IEEE proceedings. At least one author of each accepted paper must attend the workshop for presentation.

fields to come together and interact. This workshop aims to build this
cooperation. Energy Efficiency in Wireless Networks: According to the GESI
study, the ICT sector contributes around two per cent of global greenhouse gas
(CHG) emissions. To increase the competitiveness, energy efficiency (E2) must
also be a design criterion of the network and service architectures.
Flexible networks that adapt their capacity to the requirements can lead to
significant energy savings. Novel networking paradigms need to be introduced to
assure that all components are used with maximum utilization. Green network
architectures will be the cross-layer, cognitive and cooperative aggregation of
techniques and mechanisms to provide a communication infrastructure where the
energy consumption is minimized while guaranteeing the quality/grade of service
required by the applications. Along with energy efficiency, spectrum
utilization is to be optimized and radiation is to be minimized. Green
networking is not only the evolution of legacy networking paradigms but also
the revolution of the visionary hybrid networks which is the convergence of the
heterogeneous wired, wireless and ad hoc networks. In this workshop, the
following topics of energy efficiency in wireless networks are considered:
* Physical layer techniques, channel/network coding for energy efficiency.
* Methodologies /architectures for energy efficiency.
* Energy-efficiency measures.
* Energy-efficient flooding/multicast for service discovery.
* Collaborative/cooperative/cognitive networking protocols for energy
efficiency.
* Algorithms for scheduling and resource management.
* Energy harvesting.
* Cooperative green communications for energy efficiency.
* User mobility modeling to predict and adapt to patterns.
* Hybrid fibre-wireless networks for energy-efficient delivery of wireless
signals.

Wireless Networks for Energy Efficiency: To address the other 98 per cent of the
global CHG emissions, wireless networks can be used to reduce the energy
consumption of industrial/home/office environments/applications. For example,
along with the research in low-carbon road transportation technologies,
wireless networks can be employed to analyze the traffic jams and help
navigators to find a suitable route leading to energy savings. To this extent,
in this workshop the topics of wireless networks for energy efficiency consist
of:
* ICT for minimization of the energy consumption of other systems such as
transportation, houses, offices and industrial buildings.
* Energy efficient cloud computing, smart grids and emerging applications.
* Sensor networks for energy efficiency in industrial/harsh environments.
* Vehicular networks to reduce the CHG emissions.
* New designs of equipments/architectures for energy efficiency.
* Energy efficient virtualization of resources.

Accepted workshop papers will be available on the IEEE eXplore database and
included in the CD proceedings of the IEEE ICC 2010.

What is different?

The format of the workshop consists of four sessions three of which will be
dedicated to presentation sessions and posters. The remaining session will be
slightly different from the usual chores such as panel or keynote. Here we have
identified clearly two important groups, E2 in Wireless Networks and Wireless
Networks for E2, which are interconnected and interrelated. Both have been
currently looked into ýntensively, not only by researchers, but also by the
industry. The recent trend is that the governments of various countries have
started seriously encouraging ICT community participation in reducing the
energy consumption, as well as energy wastage. Surely this has to be taken into
account by the ICT community.

The pool of participants, including authors of papers, will be divided into the
two groups, the E2 in Wireless Networks and Wireless Networks for E2. These two
groups headed by senior academician/industrialist will hold separate
discussions for 45 min. The mandate is to come up with a list of research
ideas, as well as implementation strategies for the topics of their group.
Then they will present their ideas and discuss for the next 45 minutes with all
of the participants.

This strategy should help in identifying issues quickly in a larger perspective.
It is expected to help academics, industry and policy makers to quickly
crystallize thoughts and work towards the important challenges and optimize
their resources for this important challenge for future generations to come. It
is also expected that after the discussions the two groups bring forth a list
of ideas for future project proposals. We will encourage the participants to
team up and work together for their future proposals. The by-product of this
exercise is that convergence of these two seemingly separate trends will start
cooperation with each other.

"Scalable and Economic Bandwidth Allocation in the Future Internet"


Scope

The rapid technological progress in the area of network
virtualization, mainly driven by new optical fiber technology and
virtual router infrastructures, is generating a new trend for the
provisioning of bandwidth on demand. The support of fully
decentralized bandwidth allocation and network management schemes
shows further advantages in terms of robustness and scalability for
large-scale systems.

However, suitable business models for such novel bandwidth services
have not yet evolved, despite of simple time-based charging methods
for different bandwidth levels. This is especially so in the case of
federations among multiple virtual network providers where more than
one administrative domain are involved in the provision of a single
service. Such federated infrastructures include neighborhood wireless
mesh networks and experimental facilities like GENI or PlanetLab,
which require different economic models than the ones proposed for ISP
interconnection and the Grid to capture the whole complexity of this
novel type of multi-tier resource sharing economy.

The third BoD workshop follows the first and second successful
workshops which were held in conjunction with IEEE Globecom 2006 and
IEEE/IFIP NOMS 2008, as well as a Dagstuhl seminar held in 2009. The
workshop seeks original papers, both from industry as well as
academia, dealing with the technical, economic, and regulatory
dimensions of bandwidth allocation in fixed and wireless networks. The
workshop will include presentations and discussions of accepted
technical papers, as well as invited talks.

Topics of Interest

The workshop seeks original papers in the following areas that serve
as basis for Bandwidth-on-Demand (BoD):

* Scalable bandwidth allocation in optical, wireless, and Internet
domains
* Network management schemes for BoD
* Fully decentralized and peer-to-peer-based bandwidth allocation

Paper Submissions

Papers must be written in English and will be subject to a full review
process. Papers are solicited as full papers of no more than 8 pages
or short papers (position statements or work-in-progress papers) of no
more than 4 pages in IEEE two-column format. Papers exceeding these
limits, multiple submissions, and self-plagiarized papers will be
rejected without further review.

Submissions must be in PDF and will be handled using the JEMS
