FWIW, this would affect, at best, the conference percentage sent to the
Comsoc (i.e., the 20%, but note that it would never bring it down to
zero - there are remaining expenses, regardless) and the Comsoc dues.
Overall, this may have very little effect on the cost of conferences.

So when asking yourself these questions, keep in mind whether you care
if it reduces your conference costs by, e.g., 5%, or would affect only
your Comsoc dues.

NB: being a member of this list is not *currently* require IEEE or even
Comsoc membership; raising such issues could have an impact on TCCC
membership as well.
