That's what "non-profit" means. That money is used to secure future
meetings (as insurance against lost, consumed when there is a loss), to
expand the organization to support additional needs of the community (as
supporting new TCs), or fed back directly (via support funds for travel
grants or reduced student registrations).

The IEEE gains nothing by simply accumulating more money and not doing
anything with it. As a non-profit, they don't have shareholders that can
benefit from that revenue.
