This is not a bad idea at all. Anyone is welcome to put together a
candidate meeting. Budget items for Globecom should include what
attendees have come to expect at IEEE meetings, which consists of (at
least):

- Internet access
- SVGA projectors in each room
- room for 7+ concurrent tracks, each of 100 people
- room for a keynote/plenary session of 800 people
- microphones for the speakers (typically wireless)
- screens for each of the track rooms, as well as for the
plenary room
- registration support (website for advance registration,
at least 1 person full-time on-site)
- poster session support (buy/rent 30 poster boards, 30 stands)
- continental breakfast, AM coffee break, buffet lunch
(including seating area), PM coffee/cookie break
- evening reception
- banquet dinner
- proceedings handling (even if on-line)

FWIW, this is more than just a paper exercise. Globecom has a website
with information on site selection. Here's some information from the
site selection committee chair, Rob Fish:

"Yes, GIMS website is open to the public. People interested in how
conference venues are selected should go to http://www.comsoc.org/GIMS
and then select "Site Selection" button on left. This provides an
overview of the site selection process and procedures for the selection
of future GLOBECOM and ICC's. Also of interest is the Decision Matrix
button which shows the decision points for various milestones from
Conference minus 48 months, until the conference and after. GLOBECOM
and ICC are pretty large conferences, so these processes may be a bit
more formal than what is required for the smaller conferences that many
in TCCC also attend."
