I believe that the list has ample evidence of supporting the goals
above. However, even in free-speech forums there are limits, such as
shouting "fire" in a crowded theater or defamatory speech (subject to
libel or slander laws).

However, this is an IEEE list. We welcome open, constructive discourse,
but do not permit posts that have either substantial legal implications
nor those that defame others reputation, as per the posted list policies.

As to the suggestion of sub-groups, I urge the membership of this list
to take advantage of the "thread" feature of mailing lists. When you
want to start a new topic, start a new thread with a new subject line
(as was done here).

Those not interested in a thread can organize posts by thread and simply
delete uninteresting threads. This is self-organizing and requires only
simple action of the posters.
