It might be useful if we had some statistics on whether the non-author
issue is at all related to the "underprivileged author" issue. If anyone
on the list has this information, please let me know. I'll contact some
conference chairs directly as well.
FWIW, I'd like to suggest that term - underprivileged author - than the
term used to date. We cannot assume what resources a person has simply
due to their country of residence. We certainly need to accommodate
underprivileged authors *from any country*.
