That is not determined by the Comsoc or the TCCC. That decision is
usually left to the chairs. There's a tradeoff between trying to change
behavior and trying to optimize the utility to the highest number of
attendees.

This is possible only where the hotel permits it. It's usually used to
limit the cost of bar-related events, and to limit overall consumption.

Note that to the extent that we reduce food costs, we may save but we
may lose. E.g., US hotels give us free rooms only if we spend a certain
amount on food/beverage services; if we decrease the food costs too
much, we'll start getting charged for the rooms, which will negate the win.

This also presumes the hotel is willing to do ticket-based service -
which requires an attendant and a barrier (i.e., so people don't just
grab things). That too can be be higher cost than just putting out as
much coffee as can be consumed. Food costs aren't correlated to the
amount of food, they're driven by service.

Paper proceedings are largely gone from most meetings already. However,
there's a tradeoff between giving a stored proceedings away ($5-15/pp)
vs. providing Internet service for 3 days ($45 or so). If we get
Internet service anyway, the URL may be OK. However, in some cases it
may not matter that much to the bottom line.
