The "up to three" is a Comsoc rule related to the number of full
registrations paid per published paper. It isn't a limit on the number
of papers a single author can publish at a conference.

So far, we haven't seen evidence that limiting the pubs from a single
author would have a noticeable effect on available pub slots for other
authors.

As to "cost effectiveness", a single author who publishes multiple
papers at a single conference saves money on travel, hotel, and
registration (up to three papers), and saves time (both travelling and
attending). Sending many papers to a single conference could limit the
diversity of people who see their work, but that may not be all that
useful if the desired audience is the single meeting anyway.
