The Comsoc requires that meetings are endorsed / sponsored on a per
meeting basis. There is no "ongoing" endorsement or support.

That said, a meeting that that has been ongoing is more likely to be
given leniency of a 'down' event or two.

There are other criteria that are regularly used, e.g.,:
- change in character
lack of sufficient submissions often turns a
largely peer-reviewed meeting into one dominated
by invited papers

- irregularities of process
e.g., peer review that isn't (e.g., doesn't hold to at
least 3 per paper, etc.)

With the TC's more explicit policies for endorsement, it is much less
likely that a meeting that is sunsetting for these reasons will be
endorsed in future years.

Note that citations per paper or per meeting, non-authors at a meeting,
etc. are not current metrics for endorsement by our TC, nor are they
specific requirements for the Comsoc. Basically, meetings that are
financially viable and have reasonable "quality" (as defined in our
current policies) are generally continued - provided there is community
effort (organizing, reviewing, etc.).

I would suspect that we assume that meetings that aren't useful in some
way would either cease to be financially viable, or would cease having
sufficient community support from volunteers.

However, I would be careful about using citation indices to measure
conference utility. It may be useful for publications, but for meetings,
there are other benefits to attendees, notably they provide a venue for
discussion of ideas. Not all such discussions end up as citations.
