They contact those organizing the meetings directly. They can be
included by teleconference if the facilities permit, or can voice their
interests via email otherwise.

Note that these meetings do follow "Robert's Rules of Order," thus there
is actually a process for determining when participants can raise new
issues, and how they participate.
