In some countries we're making ground with the argument that conferences are
worthy outlets for systems work in networking (and some related fields).

Australian academia is currently in the throes of a new 'quality' assessment
regime, and after a number of years arguing back and forth, we have rankings
for journals _and_ conferences: http://www.arc.gov.au/era/era_journal_list.htm

It would be a shame if the rest of the world tossed up its hands and said
"we give up, it is too hard to fight for discipline-specific recognition of
conferences."
