That is an interesting idea. It is similar to the idea of
<http://www.scholarpedia.org>.

With all the Web 2.0 interaction, we don't even need a conference.
Once the paper is in an acceptable form, just put it up on the web,
along with a video-recording of a presentation, and make all other
authors from that year "friends".

However, it doesn't completely solve the scaling problem. If a
document has many reviewers, it means that many more people have to
read unpolished drafts of many more papers. That takes time. Also,
if many people have read many unfinished drafts, it is likely that one
of them will get a related idea and want to pursue it. That will give
problems with attribution and the perception of ideas being stolen.
(My understanding is that most contributors to IETF drafts get credit
from their employers for achieving consensus allowing products to be
made, rather than for authoring RFCs per se, which makes that less of
an issue.)

A related concern with IETF-style iterative reviewing is that the
reviewer may end up contributing more than some of the authors. It is
easy to imagine a conscientious reviewer going through many iterations
with a student whose (co-author) advisor is preoccupied.
