Membership in the IEEE is not a requirement to attend these meetings,
and those membership fees are only *one* revenue source for the IEEE
organization. Conferences are another. See the online financial information.

Yes, that's true, but that can also be seen as supporting the
organization in ways not directly related to the conference.

My overall point is that the IEEE has a model for this. We can't simply
change one aspect of it; the whole revenue model has to be examined in
total.
