An orthogonal suggestion -- which doesn't do much
for the issue of hyperselectivity, but helps the attendees
get more for their time & money -- would be to emulate
the FCRC model (http://www.acm.org/fcrc/).
With a strong suite of theory conferences (STOC,SPAA,PODC)
already included in FCRC, it would be great to see some of
the small (in terms of number of papers) systems/networking
conferences there as well.
Cross-pollination will do good for the community.
