The NDA typically covers the food and meeting location expenses, and
often includes specific contracts for transportation (e.g., a bus, if
used) or Internet service. So most of the "interesting" items are
covered by NDAs in every contract I've been involved.

The General Chairs do, as do the finance chairs. The TPC chairs do not,
in general. The IEEE asks the people handling the finances to sign forms
that indemnify their involvement. TPC chairs do not sign those forms,
and thus do not have access to it. They are often not involved in the
site planning anyway.

You are confusing US federal law with the operation of a nonprofit
organization. Nonprofit organizations are required to release summary
financial information. The details are not examined unless the
organization is audited, and when that happens it is private to the
auditors.

FWIW, I've also never seen an NDA with a timeout or expiration.

He is not on the current list; he served in many previous roles, and
coordinated his response with the people below.

Each of those people operates in a specific area; a coordinated response
has been given from a volunteer person who interacted with most of the
staff you mentioned.
